What we cannot live without: Non-Negotiables for Women in Global Fund Reprioritization.

As Global Fund Grant Cycle 7 (GC7) reprogramming unfolds amidst severe funding cuts, women and girls in all our diversity are being forced to choose between essentials: maternal care or mental health, harm reduction or peer support. These aren’t luxuries—they are life-saving, rights-affirming services.


ICW Global and W4GF, in partnership with YOUNITE TB, TB Women, and CS4ME, conducted a rapid global assessment to ask: what can we not live without? Nearly 100 women across regions ranked top priorities in HIV, TB, and malaria services—centering lived experience to protect what matters most. From uninterrupted ART and maternal care to peer-led harm reduction, our “non-negotiables” provide a feminist blueprint for advocacy during this reprioritization.


The findings show that while women living with HIV, women who use drugs, and sex workers face distinct challenges, the call for dignity, continuity, and care that centers our lives is universal.


We’ve also outlined practical advocacy strategies—from joining regional women-led coalitions to using Community Led Monitoring, Stigma Index data, and cost-effectiveness evidence to hold decision-makers accountable.


We cannot allow this crisis to erase women’s priorities. Join us to defend what we cannot live without.
